Very easy fix, crate him. They aren't genetically disposed to go on pee pads you have to train him. Crate him most of the time and when you take him out the crate take him straight to the pee pad. Make sure he stays there until he goes. Praise him very little after he goes. He is still at the age where you really should be crating him most of the time. Right now he will get the urge to go and just go. He has no limitations of the space he has so he just goes wherever.
