I second Jeanie's suggestion to take some poop & pee outside. Let her smell it when you take her out. Dogs often stimulate themselves to defecate by smelling poop. When she does go outside, throw a party! Lots of treats and praise.

Be aware, though, that once you've trained her to go outside, she may refuse to go back to pads.
