Potter, while I don't live in a climate that cold, we do visit our mountain cabin sometimes with our yorkie and occasionally get some snow. The key for our little guy seems to be keeping his feet warm. I tried boots but he wouldn't walk in them, so I bought him some heavy sock-type things with a non-slip coating on the bottom and Velcro straps around the ankles to keep them from sliding off. They were cheap, so he has several pairs and I think I bought them on Amazon. With the socks and a warm winter sweater he will run outside to a shoveled area, do his business and dash back in. You might try something like the bootie socks to keep his feet warm and see if that helps.
