I'm not convinced this is allergies since she's only bothering 1 eye. Does she also chew/lick at her paws at all...?

Antihistamines have a short half-life...the longest being 24 hours - so if you're only giving it every other day, it has never had a chance to remain at a therapeutic level. What med are you giving, exactly?

This could be just an eye issue - ingrown lashes, dry eye, blocked tear duct etc etc - it could be many things. You may need to see a Vet Ophthamalogist.
