It all depends on the age of the pup. If they are young it is usually best to do the surgery to reduce the wear and tear on the cruciate ligament. When they are older, the ortho surgeon I use does not recommend surgery unless the knee is really bothering them. The reason is that often you fix the knee and then a few months later they tear the ligament and you have another surgery to pay for and they have the recovery to go through again.
Best thing always is to get the opinion of a board certified surgeon who specializes in orthopedics.
You cannot go by the grade. There are variables...and only an experienced surgeon is really going to give you the right advice. The surgeon I use emphasizes all the time not to focus on the grade.
