It's a Dept of Agriculture requirement, not that of the airline. That's why the folks at check-in never ask. We always get them, which means a vet's bill :-( and have never been asked for it. However, it only takes once, which would mean not being able to board the plane. We haven't been willing to take the chance. To make it worse, if you're taking a round trip and staying at your destination more than 10 days, you have to get another one for the return trip!
