I would work on getting her on a schedule, 4 months old their bladder is still small and cannot hold for long periods, perhaps if she was on a schedule and that time has come and she sees no sign of going out she may bark or whine. Take her out the first thing in the morning when you get up. The schedule MUST be the same times every day, even if she had an accident in the house take her out, she will learn the time she goes out to potty, the older she gets the longer she can wait.
