You dont need to raise the level of water over the dogs head for swimming , geesh, you just raise the level of water so that the feet don't touch the ground.
For many folks there are not indoor doggey swimming pools, so underwater treadmills are an option, which is why on this $50K piece of equipment you are able to raise the level of the water so that a dog can actually swim in it.... And BTW a large breed dog can swim in it. | I'm sure it's also different for what kind of PT it is and what surgery was done and such.
