I don't think there's a difference, I've bought both. Just make sure it's virgin.

It's kind of ok.
Sulfates are harsh, they strip and dry the hair, and silicones coat the hair and make it so moisture can't get in. Some people do fine with both, but if your hair needs more moisture than average it's better to avoid them (curly, really long, chemically treated, etc).
Typically when people stop using silicones their hair looks worse before it looks better because split ends and stuff are revealed.
I'm extra against using silicones on a dog between baths because they just keep building up. If you bath your dog every other week and use a silicone conditioner in the bath and a silicone detangler every day, that's a lot of silicone and I don't think shampooing once would remove it all.
There are tons of debates and information about silicones and sulfates on hair forums, especially ones for curly and natural african american hair.
