With that said, the reason I have defended the OP is because I am a bit familiar with the treatment of animals/pets in those parts of Asia. Not too long ago a one dog per family law was instituted (yes just like their children)and people were forced to register their pets for a host of social reasons. Those license papers were very expensive and so for a short while they lowered the price and all those that had more than one dog were allowed to register before a set date and be grandfathered into being able to keep all their pets if the license was purchased before the closing date. Many people ran out to get more pups etc., to try to register before the date etc.etc.etc.


The problem with OP's situation is she doesn't have the exact address, she is at the MERCY of these people, if these people have 2 licenses in their house (I'm assuming their dog is depressed because of the recent loss of another family pup) then they could try to keep her Teddy.


By calling the police OP runs in to a gambling situation, because Teddy got out she broke the law and it carries a big fine (under the "leash law") and they may find she is not a good owner because of this and let Teddy stay where he is at or they may simply determine for any reason that Teddy can stay with the people that found him.
