Not for all pills and usually its a suggestion if you have problems giving pills. Not to start a argument, its easy to give a pill if you know how and "Most" Vets can and will show you how. My Vet even said that to me the first time if I had problems. After telling him I prefer my way, he said great, that he just got in the habit of saying that since so many people nowadays complain about the pup not taking them. And there are some meds that are better given so they get down the throat intact, some because they taste awful and will get the pup to fighting you next time even more.
