I know of no rescue that does not require heartworm prevention.
As to your last sentence, I am confused. Do you think bare minimum is all that is needed?
I am baffled as to why you want to insist that a rescue should not care about the health and well being of a pup.
It is NOT the fault of rescues that animals are dying in shelters.
