Lol, if he had a erection you would know it. The penis comes out but stays out because the bulbus glandis swells up. The bulbus glandis is at the base of the penis. When this happens the male is usually still humping (even if not tied with the female) and he will be ejecting sperm ( if he was not neutered). I do know a neutered male can tie a female when she is in heat but he can't get her pregnant.
I can see where you would not like this behavior so perhaps a little corrective action will be required on your part.
