thats not a dumb question
. i think its all a matter of preference. on my girls, i prefer that the dress is longer , ideally right at the base of where the tail starts. but some dogs are long bodied and if you buy ready made dog clothes, its hard to get a perfect fit like that. some makes do run longer though, than others.
