I have read somewhere that oatmeal shampoos/baths are very rough on sensitive skin, can't remember the science behind it, but it made sense when I read it
My two seem to be allergic to fish, so the fish oil might be making matters worse as well. Try coconut oil, in their food and on the skin, it's miraculous! If that doesn't help, it might be time to see a vet dermatologist.
