Welcome to YT; I'm so sorry it was under such awful circumstances. WE have a member her called LadyJane, I will pm her to come to this thread, as she does rescue work and lives in Texas, and for sure will be able to give you recommendations on what hospital/surgeon etc. I think if I'm not mistaken Texas A&M is one name that I recall.

Also you will need to keep him crated or at the most in an expen. You don't want him to use the leg. Did they splint it? You can safely use cold packs on the knee - 5minutes on five minutes off(or until skin temp returns to normal).

Cost is going to be pretty variable depending upon how difficult the surgery is, and the nature and types of repairs needed. But you do want an experienced surgeon with knee surgery on small dogs.

Luxating patella surgery can go anywhere from $2K to 3.5K

Did he also avulse the ACL? Anterior Cruciate Ligament/Cranial Cruciate Ligament?

You could look up on the net these types of surgeries to get some idea of cost.

It is a scarey business surgery, but that is why you find the best specialist you can; it is how we can apply our worry practically.
Keep posting here, sometimes it takes a bit of time to round up the troops, who may have some direct knowledge. But know we are here for your support.
