Dogs should not have garlic in any form, including garlic powder.
It is my understanding that garlic contains a sulfur-containing alkaloid compound which can be toxic to dogs, even in small amounts.

I have made dehydrated chicken treats using fresh parsely and fresh mint that I have finely chopped and added to my freshly ground chicken breast before dehydrating. I do not used dried herbs unless they are organic.
