Kris, Maine did not have a medical exemption clause prior to 2005, however, municipalities still accepted written rabies waivers from veterinarians for licensing. You would need to bring your veterinarian's written waiver that describes your dog's condition and their believe that she should not be vaccinated. They will either accept it or not.
You might also want to call the office beforehand to ask if they accept waivers. IF they do, then they'll let you license your dog, but she won't have a current rabies tag & she'll be considered unvaccinated if she bites someone or tangles with a rabid animal.
