My Cali is about the same age. She started a phase of whining to a point where she sounded like she was hurt or dying...
at first when it was small whining, we would just leave her be and she would stop...then it was really really bad.
I found that giving her a reall good play session or walking her on a solid walk would get her energy out and calm her down.Also,we have velcroed fabric to the outside walls of her Graco playpen so that she cant see out on the sides...for some reason it makes her fell secure and contained. This has helped tremendously...maybe a blanket over the kennel cage is a good idea.
It's all trial and error, eventually you will find what works.
I think this is something in "phase" form and it will pass.

When CaLi doesn't have proper and sufficient toys to keep ker busy in her play pen....she is so very rebellious and annoying.
I limit water and food in the pen, so that urgent feelings of wanting to "go" are limited to a last resort on the pads.
