I find scheduled feedings are the best for potty training & work the best if you're on the go & take your pup many places with you, as I do. I leave water down at all times, but I lucked out with this new pup and haven't had any difficulties with her peeing on her pads.
What people do probably depends on many things, such as the age of the puppy/dog, size of the puppy/dog, and people's lifestyles (stay at home, work from home, work irregular hours, etc.).
