In public I have never encountered a bad reaction at all. Lots of people walk right by and say nothing, some want to stop and see the cute puppies, and others have been around for awhile and then say "OMG! I thought that was a baby in there".
The only place I ever encountered a problem was on a dog board interestingly enough- there was a pack of people on the dog board who had a problem with small dogs and would always complain when strollers or bags were brought up that those of use who used them were abusing our dogs. Ha! Most of them weren't what I would call great dog owners anyway, so I no longer frequent that board!
