If he was the only pup it is common for him to be bigger. 4lbs is a good weight at that age (you should wait until he is 12 weeks to bring him home, 10 weeks is too young).
The first pup should never have been away from its mother if it was only 1lb. Good breeders would wait until the pup was atleast 12 weeks old and weighing atleast 3lbs.
Your little one may be on the larger side but will probably be healthier for it.
