The USDA list isn't a list of bad breeders, it's a list of breeders who sell over a certain number of litters a year, and they may sell to brokers and pet stores, as well as the public. Not all USDA breeders are bad. A breeder who sells over the internet, or directly to the public, doesn't even need to be listed under USDA regulations, and they get no kennel inspections, so they could possibly be much much worse. Some people believe that you should avoid anyone on the list, but not being on the list assures you of nothing. Always visit the breeders home, just because a person seems like a nice person, do not assume that the breeding dogs are kept in humane conditions.
