From what I can tell, Kaji's marking pee smells way stronger than regular pee. Also, for marking, all it takes is one little drop. When they are urinating, they are emptying their bladder so it's a bigger puddle. So even after they pee, they will either save pee just to mark, or even after emptying their bladder they will still try to lift the leg.
