Lepto is a non-core vaccine. It is usually not recommended unless the disease i prevalent in the area. This is especially important for toy breeds who have a high reaction hate to this vaccine. There is really no convincing involved. A dog should not have a non-core vaccine if they have had a life threatening reaction to it. Reactions can get worse the more the shot is given.
My girl had a very similar reaction, just a bit worse. No way would her vet attempt it (and I couldn't imagine allowing anyone to).
