Does she like squeak toys? I live in an apartment building so I'd hook on the leash, and hold the leash and squeak toy in my hand, I'd get him chasing me and the squeak toy up and down the hallway, when he followed I threw the toy a few steps ahead as a reward. The I practices "drop it" and continued. I carried some treats, but my Harley is a picky treat eater, so the toy became the treat. If that still doesn't help what about taking a 10ft or longer lead, in a quiet place and sitting on the ground and playing fetch. That way she moves where you want her to without you leading her, and she still has the leash on... it may just be the right baby step between my first suggestion and where she's at now...
