I'm not sure if you are asking about choosing by health or behavior. Either way, try googling "how to choose a healthy puppy" and you will come up with loads of information about both.
What ever you do, take your time and really observe the puppy and the parents (preferably both are on site). I've never gone wrong in the past when I took my time and looked past the cutest little eyes or markings and really LOOKED at how the dog was behaving.
A good breeder will understand that you are making a lifetime commitment and welcome your questions and taking your time to make the right choice. Be honest with them about your life style, too. A great breeder knows those puppies well and can help you choose the best personality fit for you.
