There is lots of confusion over this, and a substance has to be on the toxic list, if it is toxic in any amount. Since dogs will consume large quantities of things, it really needs to be placed on the toxic list, a dog would lap up a whole bottle of garlic powder, and you would need to get them to a vet if they do. I would be very concerned about a whole bulb too, I'm not sure about a clove, but suggesting someone go to the vet, is ALWAYS good advice!
