I think she feels bad because she was very prepared to get a puppy and wanted one badly, and now she has one and maybe she isn't as attached as she was expecting, or just it's a very different experience than she was expecting, and she's concerned about being able to take care of him if something arises. and now she is trying to decide whether or not to keep him or give him back.
