Here Bravo - I think this is the Program you are thinking of ?
I post this program all the time - IT's PERFECT for people just learning how to resize...it's very simple and just a small download - it IS free too.

Scroll to PixResizer - and download - then OPEN up the program -
Click SOURCE and find your picture on your hard drive
Depending on the size of your image you just have to click ONE SIZE ...like 640 x 480 .....and it resizes it for you...
name your pics something easy so you remember them
ONCE you resize and want to upload photos into a post ...
AFTER you type your post....Scroll down and you’ll see Additional Options
Click MANAGE ATTACHMENTS
Click BROWSE to find the picture on your Computer
Click the picture – then click UPLOAD
