Yes, they are definitely lower now -- that was probably what the panting was about. Sometimes it takes awhile for mom to move them down into position. And they can be jockey-ing for position to see who is first too. That all has to get sorted out before things can really get going.
Since you are below 98 degrees, I'd check her every couple hours. Of course, that is just me being anxious and curious. Mother Nature will bring those puppies when they are ready whether you take her temp or not! LOL
