I think it all depends on the flight attendant and their willingness to bend the rules. My flight attendants didn't even know I had a pet until I decided to tell them after I was seated. I have the Kwigy Bo Alex bag which looks like a regular purse and she was laying still and quiet. When I finally let her peek her head out as we were exiting the plane, the people around me commented that they didn't realize I had a dog with me. I asked why I couldn't take her out she said it's because some people could be allergic (though we all know yorkies are hypo-allergenic)
