Question Question of the Night: Un-neutered dogs

I have noticed that my Yorkshire Terrier has to get on top of another dog's shoulder's and neck area each time we run into them on our walk. Only once did the Shih Tsu do this back to him. Now tonight he tried doing that to a Lab/Terrier mix, I think. The owner thought he was trying to mount her male dog. I have no plans in neutering him and spoke about this on numerous times throughout the boards. But I am wondering if the reason he is doing this because he's not neutered. Also after all this action with the Lab/Terrier mix, he went on a sniffing hunt, like hunting. I have no idea what was going on with that since he never did this before "that much", that is. We usually go one or two blocks and this time he went around the block again, sniffing everything out like he was hunting something down. Kind of like nervous energy. Does anyone have any feedback on any of this~? Thanks.
