Continue what you're doing - taking him outside often, praising lavishly and treating when he is successful. If you catch him pottying in the house, you can say "no" sternly and hurry him outside to finish. If you don't catch him in the act, they say the best thing to do is just quietly clean it up. Not getting a treat is punishment enough.
