It is hard to train some dogs .... and Yorkies sometimes are tuff too
But if you stick to the tried and true it will eventually work for you
What might be making it hard is that you are trying to paper train and house train at the same time
Curtail his movements .... he is to roam only where he needs to be and under your supervision everywhere else
Pee pad a large part of the room he is in when you are away
and as he hits his mark slowly take away more and more of the pads
keep waking him
esp where there are other dogs
eventually esp when the testosterone kicks in he'll Want to leave his mark
outside in pee and poop
