Peroxide will get rid of the cat urine wherever it is. Once when we were staying in a cabin in Arkansas, we left our window cracked open on the car. A cat climbed in and marked the driver's seat all over.
We figured it didn't matter if we ruined the seat, we had to get the smell out in order to drive it. We poured a bottle of peroxide over the seat and then let the car air out. No more cat smell.
We have since done this for other cat urine problems in a house and it worked without hurting a thing. You might try a little on one spot just to make sure though.
Second, it sounds like you have a girl friend that wants to please you if she will quit smoking for you. Just have a heart to heart and see if you can appeal to her sweetly to help with the dog. Paint a wonderful picture of the future when the dog is trained.
