I've never heard of Capstar hurting anything-- if you have the proper dose on hand for a small dog, I can't imagine that it'd hurt him to give him one, and it might make him a lot more comfortable and prevent him from passing fleas to any of your other pets.

I wouldn't give him any other meds until a doctor has had a chance to look at him whenever that is possible. As a senior pet, there might be a lot of issues going on that could be complicated by reactions to meds.
