First of all, you should never have an unfixed dog or animal outside without some sort of restraint. These little guys are FAST and in an instant he can be gone and impregnating other female dogs, causing the shelter animal overpopulation to grow. Also, unfixed male dogs can smell a female from miles away and nothing can stop them from getting to her.
Second of all, yorkies are easily stolen... even right in front of you, someone can jump out, snatch and run. Not only that, there are predators like hawks that can easily swoop down and grab him before you would even know it. And what about stray dogs? They can come out of no where and could easily kill your little furbutt.
If you have a leash on him, you can easily prevent all of these instances. In addition to a leash, he needs to be trained the basic commands like sit, stay, come, etc and should listen no matter what distractions there are.
