Not eating ,Not drinking is a symptom of many things
A puppy that is with an empty stomach and dehydrated will obviously be weak,sleep more often and not be as playful.
I hope you get answers real soon. Bringing a new puppy home should be a happy occasion and I'm just really sorry you are going through this instead.
