I soooo agree - it's not just cats dogs and other animals - horses are horribly mistreated and neglected...especially here in Texas.
I know this about the Houston animal cops - they only have a small force for a HUGE STATE... I think they do a great job.
Back when I had to report a neighbor for letting their dog suffer terribly in the TX heat with raw skin almost to the bone
I took pictures (& still have them on my computer) called Ernie of Houston Animal cops & spoke to them at length ...They told me to email the pictures which I did & they were out in
less than 48 hours and saved the dog. They even sent a Thank you note to my house.
