Oh goodness Yes! Definitely laugh with them. It usually sparks a conversation about how cute your dog is and if not, it sure breaks the ice and what's there to be mad at anyway? You're the one who has the darling little furbaby, not them.
They're just so suprised to see someone enjoying a little furfriend so much.
