As I final suggestion, the "scooting" makes me wonder if your pup is having trouble with her anal glands. It's not very likely at her age, but again, it's at least worth the question.

They said in such a young pup they don't usually have trouble with their anal glands, but went ahead and cleaned them 3 different times now because of the scooting. They seem confused about what is wrong with her. If today doesn't go well I will be looking for a new vet when I get home.
