Most vets should know that many yorkies do not reach 7 pounds. I can see him wanting to wait to see if any teeth will have to be pulled, but other than that he sounds inexperienced with small dogs. Your puppy is humping his bear for dominance - NOT for sex. My two boys are neuter, and were neutered at 4 months and 6 months and they both still hump their pillows. And their adult weights are 5 and 3 pounds.
