IMO it is more instinct for them to lift their leg. Some are just slower at it than others. Some actually will need to see it done before they realize that that is what they need to do. Lifting their leg is a territorial thing. I have even read once the higher they can lift it the better for marking. I have a female and even though she squats she always has one hind leg in the air. Every time I see it I laugh.
