The first time I mated my Petey, I held Bell and since he is so much smaller I also put down a book. He got the idea quickly. The licking and smelling is normal. He will know when it is time. Has she ever growled at him? Maybe he is frightened. My Lilly has gone through two heats with Petey in the house and still no puppies with her. She did however growl and scare him when he attempted to mount her, so I'm thinking I have to hold her and guide him, like I do with the ladies I studded him out to.
