| I would think something lightweight say cellophane that would catch the wind if they were moving and maybe pipe cleaners for the ribbing. I was thinking yorkie size.

| I would think maybe a lightweight nylon material would work being water resistant. I am wondering if a craft store would have some type of lightweight tubing to use as the frame. You could even look into kites and see if you could adapt one. Just making sure that there is nothing in the ribs that might break and poke through so no injuries.
