| [News] Service Dog Laws Remain Unchanged The new baby in Evelyn and Jim Galloway's life is still not potty-trained. Every night she awakens her parents in the wee hours, begging to play. "We enjoy her, but I look at the reasonableness of starting over with three pounds of dynamite when I'm 75 years old," Evelyn Galloway said Monday by phone from her Laguna Niguel, Calif., home. "She makes us laugh, and she's lots of fun, but I'm not getting enough sleep." The tiny ball of energy is Pepper, a Yorkshire terrier pup that the Galloways purchased last fall after three-year-old Libby was attacked by a 100-pound service dog at the Sept. 23 Pooches on Parade at Dennis Senior Center. Libby died during surgery at the Hyannis Animal Hospital later that day. Following the tragedy, $630 was raised through a donation campaign overseen by A2Z Rescue of South Yarmouth. Paula Dolan-Pare, director of the senior center, sent a check in that amount to the Galloways, but it did not fully cover the cost of buying Pepper. "I'm grateful for the contribution from the Cape community," Galloway said, "but we're trying to get [the owner of the dog that attacked hers] to cover the difference." Galloway said she and Jim are still grieving for Libby. "If I had an inkling my little girl was in danger, I'd never have gone there with her. I got two tablespoons of ashes, and [the other dog] was hauled off to Canada for special training." That's not all that bothers Galloway. She's miffed at the town, too. "[In order to participate in Pooches on Parade] I had to sign a paper relieving the senior center and the town of any obligation. I think there should be a way to recover having lost Libby." Galloway is also lobbying the state to change its laws regarding service animals. Under the Americans with Disabilities Act, a service animal is "any animal individually trained to provide assistance to an individual with a disability." Any animal that meets this definition is considered a service animal under the ADA, regardless of whether it has been licensed or certified by a state or local government. Dennis animal control officer Cheryl Malone said Massachusetts has no set guidelines for certification. "This is wide open, leaving room for exactly this type of incident," Malone said in September. "I'm not going to let it go until this is changed," Galloway said. "I have it in my head to gain acknowledgement of the risk some service dogs present under present legislation. I'm contacting everyone I can find who can lend support, including Cape legislators." Despite their ordeal just days before leaving Dennisport for their winter home, the Galloways will return in early June. "People on Cape Cod were so kind. I got cards, letters and phone calls from people sympathizing with what happened and from others who shared a similar experience that they took to court," Galloway said. Then she laughed.
