Default URGENT - Indiana Members - Need to Call Tomorrow

I just received this from my rescue group. If any of you in Indiana can help, please do.

Please call your Representative WEDNESDAY
And ask him to Vote "YES" to
HB 1468, Indiana's Puppy Mill Bill.

It's that simple.

Indiana has a dark, ugly secret
- unregulated, overcrowded and inhumane puppy mills and there is a bill in the House right now that will help these dogs!

Puppy mills are mass breeding facilities (with anywhere from 30-700 dogs) where dogs are kept in cramped, stacked cages with wire flooring, never getting out for exercise, given no medical treatment (unless it is for something that would keep them breeding), getting no exercise and bred each heat cycle, not giving their bodies time to recover between them, until their bodies wear out. This does not describe just "the worst of them". This is a typical puppy mill and our state is full of them, especially our area of the state.

We, from New Hope Pet Rescue in Syracuse, are asking you to support HB 1468.
Phone calls must be made TODAY, Wednesday, Feb. 18 as this bill will be voted on Thursday. This bill will alleviate the suffering of these defenseless dogs and will shut down those with more than 30 breeding dogs.

This bill needs your support!!! These dogs deserve your support! Please call your Representative TODAY. Tomorrow will be too late. All Representatives can be reached at 1-800-382-9842. If you can't get through on that line, you can also call 317-232-9600. You can find out who your Representative is by going to

www.in.gov. This simple phone call will take you 2 minutes, but could mean a new life for thousands of Indiana dogs in puppy mills. You can make a world of difference! Your legislator may just be the one who is wavering on the issue.

Let's jam the phone lines in the Indiana House of Representatives!!!!

To view the bill, go to
http://www.in.gov/legislative/bills/2009/HB/HB1468.1.html, however at the time of this writing, it was not updated with the final amendments and changes. At a hearing today, many of the standards of care were removed from the bill. It will still be an effective bill, but several of the regulations have been dropped.

Default Please think twice before voting yes

Please read the bill and think about its ramifications before assuming that the original post is true and calling about something you have neither read nor given consideration to. Here is an alert from the NAIA (National Animal Interest Alliance). Good, responsible breeders who show their dogs WILL be affected by this bill. Please PM me for more information- my intent is not to cram information down anyone's throat but you need to understand that there are already laws in Indiana for people who are cruel or neglectful of their pets-- whether that be 1 pet or 30 pets-- laws that can result in jail time and confiscation of dogs. This why we are already able to "bust the mills." In addition, any breeder who sells dogs to a broker or a pet store is ALREADY under the control of the USDA and the federal Animal Welfare Act provisions. Don't encourage Indiana lawmakers to add one more expensive layer of administrative government when we already have laws in place...

This is a complicated topic, not one that a post on YT can give enough information about. You need to know the issues before contacting your representatives, otherwise you are cancelling out the voice of people who have lived and breathed the issues of dog laws, both bad and good, for many many years.

"An unexpected bill that would severely limit dog breeding in Indiana is headed to the House floor for a vote within days! HB 1468 dealt originally with animal cruelty, but last minute language to regulate breeders was inserted and rushed out of the Committee on Courts and Criminal Code on February 12. Not coincidentally, this questionable maneuver came on the heels of an HSUS Humane Lobby Day held just two days earlier at the Indiana State Capitol. Your swiftest possible action is needed if we are to stop HB 1468 from passing the House!

With its dubious definitions and unreasonably stringent standards and requirements, HB 1468 would punish responsible breeders, while pushing the substandard breeders even further underground.

While we believe that steps should be taken to identify and eliminate substandard kennels, this bill seems to be nothing more than an attempt to micromanage the practice of breeding. The number limits and definitions are arbitrary and seem to have been crafted without any particular expertise in animal husbandry.

There are more effective solutions available to help eliminate substandard kennels, from stronger enforcement of existing cruelty and nuisance laws to educating consumers about how to seek out responsible and humane sources of healthy pets.

Please use the talking points below to call your State Representative immediately, advising them that this is a bad bill that was not given proper consideration in committee and should not be allowed to pass.

Politely explain that, at a time of budget deficits, this bill is unnecessary. Offer your expertise as a constituent with hands-on animal experience who they can rely on instead of an out of state organization for their information about dog issues. Let them know that responsible Indiana breeders -- dedicated dog lovers with great subject matter expertise and experience raising, breeding, placing, rescuing and training dogs -- are ready to share our knowledge and offer NAIA's alternative solutions to more effectively and reasonably address concerns about animal welfare."

Default Hb 1468

I do not in any way support puppy mills by any means, but this bill will drastically effect hobby breeder with responsible breeding programs. I think what people are unaware of is the fact that Puppy Mills are already regulated by the USDA. This bill will also affect rescue organizations. Anyone who has any intrest in breeding a litter of puppies a year, or showing there dogs in this state you need to call your reps and ask for them to vote NO. This bill has far to many grey areas and gives local government more jurisdiction than the state. Any one who really realizes the effect this bill will have would not think this okay. This is not an animal cruelty or puppymill bill this is the HSUS and its Peta like derivates, working on banning all animal breeding. If this bill passes it will continue to be ammended year after year until no breeding or ownership is the end result, before you ask for this bill to be passed maybe you should look into who is behind it. Do you really want to be a pet "guardian"???

Default Dont vote yes HB1468

I too do not like or want puppy mills in operation but this bill will not stop them. It is only going to hurt the breeders who show and have sold some of you a wonderful pet that you love. One litter of puppies would make you a commercial breeder. I for do not raise Yorkies to make money. I enjoy showing and finding wonderful homes for the puppies that I dont show. Please please call your senators and ask them to vote no!!!!! You need to read the whole bill it is available on the AKC site. Please read it completly.

Default Indiana House Bill 1468

You can read the Bill for yourself. This will affect all breeders having 5 puppies a year. Not five litters, FIVE PUPPIES. Existing government legislation already covers ILLEGAL AND INHUMANE TREATMENT such as puppy mills, now they want to be over responsible breeders too. This bill has an hidden agenda. This bill is meant to affect responsible breeders and law abiding citizens. This bill will just force the illegal puppy mills further underground. If irradication of "puppy mills" is the goal then enforcement of the laws and statutes already in place would take care of that.

Please vote NO if you live in Indiana. I got both my girls from a reputable Breeder in Indiana and this bill will have severe repercussions for her and other Breeders like her who have more than five puppies a year and take wonderful care of all the dogs that they breed. I know how heartbreaking it is to see puppymill puppies, but this bill is going to hurt the wrong people - the ones who are for the betterment of the breed. Vote NO!!!

This is simply not true, it will not affect breeder having 5 puppies a year. Those breeders that sell 6 dog or more dogs a year will have to keep the name and the address of the people who bought the puppy, and they will also be required to provide vet information. Is that any reason to vote No? Good breeders already do this.

This bill will have a serious impact on Commercial Dealers, and Puppy brokers. In order to be considered a commercial dealer you have to sell 10 or more litter a year. That's a lot of dogs. There's a thread going on in the Breeding forum Allert all indiana breeders . I wanted to learn more about the bill before I chose to support it, but after the discussion there, it will not have much impact on the home breeder, none on those who sell 5 puppies and very little impact on those who produce under 10 litters, you have to keep the name and address of customer, like I stated earlier.

Is it too late to support this law?
