| i don't know if it varies from state to state but in PA you need to be licensed by the PA dept of agriculture since you will technically be a "manufacturer" of animal feed (which includes treats). There's a fee involved and you also have to pay a yearly fee based on how much you sell. You also have to follow their labeling requirements (for ingredients and guaranteed analysis info). I was also told to check my county to see what requirements (if any) exist. Here, I believe that you are not allowed to sell food items for people out of your home--you would have to have a store for that. It's a HUGE pain in the butt finding out all this stuff (at least it was for me) when I wanted to start selling treats because NOBODY knew what to tell me. I talked to NUMEROUS people to find out what all the requirements were and they kept forwarding my calls to different people.
