| Neighbor is a new dog owner, and I'm upset. My neighbor is renting this house next door to me, and this house is tiny. Well, I guess she decided to get a german shepherd pup! Which is obvious because he hasn't been inside her house since the second night she got him. I guess she realized how much of a mess a big dog can make inside a house. I just don't think she can handle him. So, she has this dog tied up on a short chain outside all the time. (BTW, she works about 10 hours a day and is never home.) And for some reason, the dog is limping on his back leg. Its just a puppy. Well, last night was awful. It was midnight and later and this dog was outside barking his head off, freaking out. This was getting my two dogs barking, which woke up my husband and my son. Finally, I called the police station to put in a complaint. The policeman tried to knock on their door but nobody is home, so he left. Now this morning, the dog is still out there, barking. And whenever I take my dogs out to potty, this dog goes nuts and barks and gets mine rowled up. I am so aggravated, and tired. Is this really something I have to deal with? And besides this, what puppy deserves this treatment? I havent seen it being played with, or walked. It even was stuck outside when we had a mild storm the other night. And his chain is so short. Does that mean it has to potty and then walk in it? Arrgh.

| I understand your concern. I had to call our county Humane Society. We live in the country, but on my bus route I would always see this beautiful German Shepard tied to a stake in the front yard. There was no house for this dog to get out of the elements. I saw it out in an ice storm and in 90 degree heat. Oh there were food and water bowls, but they were knocked over. This dog even dug a huge whole in the yard to get out of the weather. It broke my heart. It didn't help to call the Humane Society, they didn't do anything but check on the dog. I couldn't believe it. These people have since moved. You could go ahead and call your Humane Society and see if they can do any thing to help this situation since it's a puppy. I wish you the best of luck, not only for this puppy, but for yourself.

| I thought it was a law that you had to provide shelter for an animal. Even if they don't choose to use is I thought it had to be provided. That's horrible.

| I would call and I would also catch when she is coming in from work and ask her why the puppy is out there and if she feels overwhelmed and maybe made a mistake in getting the baby. I would for sure still call on her, but I would also confront her on it. It amazes how people are , I just don't think any dog should stay outside ALL the time, what's the point in getting a dog then |

| Have U tried talking to her, maybe she needs to be informed on the cruelty she’s inflicting on the poor pup. Nicely though, just in case she a basket case good luck

| I would call animal control and report her, and if they don't come, I would accidentally untie the dog and tell it to run and run fast |

We have indoor dogs and an outdoor dog. We live on 40 acres of land and our GS stays outside and she wouldn't have it any other way. She doesn't want to come in the house, she's not chained or caged, and she stays on our property. She knows where home is and where she's loved. She knows this is as much her home as it is ours. To keep her inside would be torture for her and we love her enough to let her be outside where she wants to be. It's wonderful to know that Sasha feels the love and loves us and her home enough to stay around when she could walk away at any time and she chooses not to.

I know there are outside dogs but here where I live in New York the weather gets down right freezing so NO I wouldn't let my dog be outside all the time. JMO, Thanks | |

I can leave the front door wide open and Sasha will not willingly step more than her front feet inside the door. No amount of bribery will get her to come in any further than that. No matter what the weather is like I would literally have to drag her by the collar to get here inside. At this point she would be miserably hunched down until she is let back outside. She is outside because that's where she wants to be so that's why we have a dog that is outside all the time. OP- If the owner of the pup is not providing the pup with shelter, food, water, and medical care you should call and report the situation because she is neglecting the pup. If they see for themselves and find grounds under the law to remove the pup they can legally do so at that time. Be persistant and take pictures and or video of the horrible condition the pup is being forced to try to survive in. I wish you luck in dealing with this situation and hope that in the end this pup can get the care and attention he needs.

| Thank you for the insights. I will definitely be keeping an eye on the conditions of the dog. My other concern too is the constant barking. From my experience with the dogs I have had, I know puppies get lonely and they whine and bark. And I know it's also very normal for any dog to bark. But what bothers me about it is that it it outside barking all night. Their backyard is right by my bedroom window and my son's. It was very loud and none of us got much sleep. My son got home from school and is actually napping right now because he was kept up a lot of the night also. I understand the nature of dogs, but I feel I should also be able to sleep in a quiet environment at night. I want to go over and talk to her and ask if she could at least keep the dog inside at night. I will wait until tomorrow though and see if she got any hints from the complaint I filed with the police station.
